【新唐人北京时间2023年11月04日讯】多位美国国会参众两院议员推出跨党派法案，要求制裁49名侵犯人权的相关官员。这些人多为警察和司法系统的官员，与“港版安全法”相关。
周四（11月2日），众议院外交事务委员会亚太小组委员会主席金映玉（Young Kim）率领同为共和党籍的犹他州联邦众议员匡希恒（John Curtis），以及马萨诸塞州的民主党联邦众议员吉姆·麦戈文（Jim McGovern）推出《香港制裁法》（Hong Kong Sanctions Act）。
这部法案的参议院版本，则由美国国会暨行政当局中国委员会（CECC）共同主席、民主党人杰夫·默克里参议员（Jeff Merkley）与共和党议员丹·苏利文参议员（Dan Sullivan）联手提出。
被点名制裁的香港官员包括律政司长林定国、国家安全委员会秘书长区志光、警卫处处长萧泽颐等多名警界和司法系统官员，还包括数十名法官。这些法官多为“港版国安法”指定法官。
来自加州的共和党联邦众议员金映玉说，该法案旨在以强有力和果断行动支持热爱自由的香港人民，并追究侵犯人权的香港官员的责任。
该法案推出的前夕，遭美国制裁的香港特首李家超确定不出席下个月在旧金山举行的亚太经合组织（APEC）峰会。
港府周二宣布，财政司司长陈茂波将代表香港出席APEC，并宣称李家超“收到了美方的与会邀请”，只是“由于日程事宜”而无法出席。但美国方面回应媒体称，邀请函内容是“邀请香港”出席APEC，并非邀请李家超。外界分析，这种操作是美中私下商讨的结果，美方最终不允许被制裁的李家超赴美，但也给了中共下台的台阶。
